Caballero Introduces the Emergency Student Housing Loan Program to Tackle Student Homelessness
SACRAMENTO – Assemblymember Anna M. Caballero introduced Assembly Bill 2784 along with Assemblymembers Dr. Joaquin Arambula (D, Fresno) and Marc Steinorth (R, Rancho Cucamonga) to tackle homelessness and housing insecurity among California State University students.
AB 2784 creates the Emergency Student Housing Loan Program, a pilot program to provide loans to homeless students or those at risk of becoming homeless to pay for their housing expenses. A loan would not have to be repaid if the student successfully completes their academic semester.
Higher education has effectively become one of the most important paths for families’ upward mobility. Meanwhile, college tuition and cost of living have increased dramatically, forcing students to take on multiple jobs and loans, while placing a significant number of students at risk of homelessness. The recent CSU Study of Student Basic Needs assessment sheds light on the significant number of students who experience housing and food insecurity. The high cost of housing has become a critical barrier to student’s academic success and timely graduation.
“California’s future depends on the success of our college students. I am alarmed by the amount of stress students are experiencing due to food and housing insecurity. Our students cannot possibly meet the academic rigors of higher education if they are constantly worried about not having enough food to eat or where they will spend the night. The rising number of students who experience homelessness is unprecedented and must be addressed head-on to ensure students’ academic success” said Assemblymember Caballero.
Assemblymember Steinorth (R-Rancho Cucamonga) remarked “No one should have to endure the hardships of homelessness, especially our students who have so much on their plates already. It’s imperative we do all we can to protect our students, and the Emergency Student Housing Loan Program will be a catalyst to ensure they maintain stable housing throughout their time in college.”
“It is a sad reality that many of our students go to bed hungry and are worried about where they are going to sleep at night, when they should be focusing on their dreams and aspirations,” said Assemblymember Arambula. “I am pleased to co-author AB 2784 which will help fight homelessness and hunger insecurity faced by many of our college students.”
