2024 Legislative Update

CA Budget Wins for District 30

  • $40 million: Wild Cherry Canyon Preservation
    2,400-acre property that is part of the land surrounding the Diablo Canyon Nuclear Power Plant for land conservation and public access purposes.
  • $3.6 million: Ocean Protection Council (OPC)
    Critical scientific monitoring for offshore wind development as envisioned in AB 80, with millions going to the state Ocean Protection Council to organize the research effort.

Safe, Affordable, Inclusive Education

  • AB 1885: Success Completion Grant for Students with Disabilities
    Makes qualifying for the Student Success Completion Grant (SSCG) more equitable
  • AB 1971: Student Data Privacy Act
    Ensures standardized testing organizations abide by the privacy standards established in the Student Online Personal Information Protection Act. 
  • AB 2173: Reducing Stigma in Education Act
    Makes the term 'emotional disability' an acceptable statutory alternative to the existing 'emotional disturbance' label in California's Education code and regulations.
  • AB 1147: Disability Equity & Accountability Act
    Enacts significant reforms at regional centers to ensure proper equity, accountability, and transparency for underserved Californians.

Environmental Protection

  • AB 2197: Protect Our Coast and Oceans Act
    Extends the operative date for the Protect Our Coast and Oceans voluntary tax contribution fund to January 1, 2032. This will allow Californians to choose to make a more active role in coastal conservation efforts and education.
  • AB 3233: Local Environmental Choice and Safety Act
    Updates California's oil and gas codes to make clear that state law does not preempt local government action to regulate, limit, or prohibit oil and gas operations within their jurisdictions.

Transparency and Affordability

  • AB 2847: The Ratepayer Transparency Act
    Creates new disclosure requirements for electric and gas utilities when they seek approval for long-term capital spending.

Preventing Abuse – Expanding Justice

  • AB 1913: Child Abuse Prevention Act
    Updates the content of mandated reporter trainings in TK-12 education to include child abuse prevention training.
  • AB 2295: Justice for Survivors of Child Sexual Assault Act
    Clarifies that if prosecutors are not able to pursue a child sexual abuse case due to the statute of limitations, they may provide victim assistance, including support with pursuing restorative justice.
  • AB 1905: Title IX Retreat Rights Reform Act
    Requires California's public colleges and universities to adopt a policy that prohibits employees from being eligible for retreat rights or receiving letters of recommendation if they are the subject of a sexual harassment complaint and they are determined to have committed the harassment, they resign from their position before a final determination is made, or they enter into a settlement. It also requires institutions to adopt a written policy on settlements and informal resolutions of sexual harassment complaints when the respondent is an employee.

California's Food and Wine

  • AB 1861: Pierce's Disease Control Program
    Extends the operative date of the program to March 1, 2031. This will allow for continued research and planning against Pierce's Disease and the Glassy-Winged Sharpshooter.

Local Decision Making

  • AB 2302: Local Meeting Accessibility Act
    Clarifies the number of meetings that a member of a local legislative body can participate in via teleconference per year based upon how many times the local body meets each year.
