I'm proud to introduce legislation that meets California's needs while reflecting Central Coast values. My package focuses on six important areas.
Safe, Affordable and Inclusive Education
As a special education public school teacher, I prioritize ensuring that California provides the highest quality education. From child care into adulthood, I am working to lower costs, increase safety and provide California's students with inclusive environments.
- AB 1885: Success Completion Grant for Students with Disabilities
This would afford students with disabilities the opportunity to apply for and earn the Student Success Completion grant. - AB 1971: Student Data Privacy Act
Prevents companies from irresponsibly collecting, using and profiting off personal student data. - AB 2173: Reducing Stigma in Education Act
Replaces California's usage of the term "emotional disturbance" in the federal Individuals with Disabilities Act with "emotional disability." - AB 2206: Childcare Accessibility Act
Removes a key barrier that prevents childcare providers from enrolling children with disabilities into their programs. - AB 1147: Disability Equity & Accountability Act
Enacts significant reforms at regional centers to ensure proper equity, accountability and transparency for underserved Californians.
Environmental Protection
I am working to protect the things we love about living here: our pristine ocean, coastline and inland communities. Giving local governments the power to ban oil and gas production, limiting harmful chemicals that enter our waterways, ensuring offshore wind energy is done right and restoring sensitive ocean habitats are all ways I am working to protect the Central Coast.
- AB 2197: Protect Our Coast and Oceans Act
Extends the operative date for the Protect Our Coast and Oceans voluntary tax contribution fund to January 1, 2032. - AB 3233: Local Environmental Choice and Safety Act
Clarifies local governments' authority to limit or prohibit oil and gas operations, methods and locations within their jurisdiction. - AB 2201: Air Freshener Safety Act
Will prohibit manufacturers from selling air fresheners that contain certain hazardous chemicals found on the Department of Toxic Substances Control's (DTSC) candidate chemicals list. - AB 80: Coastal resources: ocean research: West Coast Offshore Wind Science Entity.
Creates the West Coast Offshore Wind Science Entity at the Ocean Protection Council (OPC) to coordinate and oversee the science and monitoring necessary to inform environmentally responsible development. - AB 1407: Coastal resources: ocean recovery and restoration: large-scale restoration: artificial reefs.
Accelerates California's marine habitat restoration efforts by establishing recovery goals for critical ocean ecosystems and a state structure to develop and support restoration projects.
Transparency, Affordability and Emergency Preparedness
Every Californian deserves a safe place to live and transparency around where their hard earned dollars are going. This is why I have introduced legislation to enhance emergency preparedness for mobile home residents, and create transparency around utilities costs.
- AB 2847: The Ratepayer Transparency Act
Will require utility companies to disclose an estimate of the full cost to ratepayers over the entire financing period when seeking approval for long-term capital spending if the CPUC determines these estimates are necessary. - AB 2022: Mobilehome Emergency Preparedness Act
Requires mobilehome parks to have more comprehensive preparedness plans to protect vulnerable Californians during emergencies. - AB 1999 *Joint Author*: Repeal of AB 205
To repeal fixed-rate utility increases because working families and people on fixed incomes need help.
Preventing Abuse - Expanding Justice
I'm a mom and just like you, I want to make sure all children have safe environments. I'm fighting to prevent sexual abuse and harassment and to open doors to justice when it happens.
- AB 1913: Child Abuse Prevention Act
Will require school districts, county offices of education, state special schools, diagnostic centers and charter schools to provide an annual training on the prevention of child abuse, as an addition to the existing mandated reporter training. - AB 2295: Justice for Survivors of Child Sexual Assault Act
Removes the statute of limitations for criminal cases involving the sexual abuse of a minor under certain circumstances, thereby allowing survivors to seek justice years later. - AB 1905: Title IX Retreat Rights Reform Act
Prohibits California's public higher education institutions from providing retreat rights and letters of recommendation to employees who are the respondent in a sexual harassment complaint if a final determination has been made that they committed the harassment, the employee resigned or the employee entered into a settlement. - AB 2961: Child Labor Standards and Training Act
Requires minors who are applying for a work permit to take an online sexual harassment training, giving them the tools to identify and report abuse in the workplace.
California's Food and Wine
Central Coast food and wine are world-class and deserve to be promoted and protected. I am working to codify a new "California Grown" label for the expanding culinary mushroom industry and to eliminate invasive diseases that harm California's vineyards.
- AB 1833: California-Grown Mushroom Act
Tackles misleading marketing practices from mushroom products by creating a "California Grown" designation. - AB 1861: Pierce's Disease Control Program
Will help defend California wine producers from Pierce's disease and invasive species.
Local Decision Making
As a former city council member, I believe local communities should have a strong voice in land-use decisions. I am working to support local decision-makers so that they have the capacity and authority to limit oil and gas extraction in their communities and enact policies that fit local needs while benefiting all Californians.
- AB 2537: Offshore Wind Community Engagement Act
Will establish the Offshore Wind Community Capacity Funding Grant Account, which will provide grants to enhance the ability of local communities and tribes to actively participate in the offshore wind development process. - AB 2302: Local Meeting Accessibility Act
Would clarify the number of meetings that a member of a local legislative body can participate in via teleconference per year based upon how many times the local body meets each year.
