Dawn Digest: July 2025 Edition
At a time when many are feeling strain, from rising cost of living to federal rollbacks and devastating flooding in Texas, I remain focused on building a California where communities and everyday families can thrive.
In Sacramento, I'm working hard to ensure your voice is heard and reflected in our state's priorities.
Inside this month's Dawn Digest, you'll find highlights of what I've been working on, both in the Capitol and across the district, to deliver meaningful progress for our communities.
With care,
Dawn Addis
Chair, Assembly Budget Subcommittee on Health

Sacramento Highlights
Stronger Services for Individuals With Developmental Disabilities
As a former special education teacher, I've seen firsthand how critical consistent, high-quality support is for individuals with developmental disabilities and their families. Earlier this month. My bill AB 1208, which improves accountability and transparency in California's developmental services system, recently passed out of the Senate Health Committee with unanimous support. This bill will create statewide performance standards for regional centers, which cover everything from case management and behavioral support to employment services and independent living skills training to ensure every family gets the quality care they deserve, no matter where they live.
Supporting Environmental Health Specialists After Moss Landing
California relies on Registered Environmental Health Specialists to ensure clean water, safe food and proper hazardous waste handling. My bill AB 1288 will help recruit and retain these essential public health professionals by modernizing certification requirements. These specialists were instrumental in the response to the Moss Landing fire, monitoring toxic air exposure and assessing drinking water safety. The Retain and Train Act recently passed its last Senate policy committee with unanimous bipartisan support and is now headed to the Senate's fiscal committee.

I was proud to stand with our community, knowing love is power and visibility is strength. The Monterey Peninsula Pride organizers and the countless volunteers created another successful event to uplift and support each other.

This Fourth of July, I was proud to ride in the “World's Shortest Parade” with the Aptos Chamber. Gatherings like these remind us what we're fighting for: freedom, inclusion and community.
