Addis Introduces Resolution to Protect Western Monarch Butterflies

SACRAMENTO – Assemblymember Dawn Addis (D-Morro Bay), on behalf of the California Legislative Central Coast Caucus, introduced Assembly Concurrent Resolution 103 (ACR 103) to proclaim the week of July 14 to July 18, 2025, as California Western Monarch Protection Week.

The western monarch butterfly, one California’s most recognizable migratory species, has seen its population decline by more than 80% over the past 25 years, dropping from 1.2 million butterflies to 233,000 last year.

“We are seeing an incredible and important species pushed to the brink,” said Addis. “By establishing California Western Monarch Protection Week, we are calling attention to the urgent need to conserve monarchs and their habitats, because protecting monarchs means protecting the health of our entire ecosystem and supporting the economic tourism they bring during the overwintering season to of our coastal communities.”

In response to the decline, the U.S. Fish and Wildlife Service has proposed protections and designations of over 4,3000 acres in California as critical monarch habitats. Additionally, California is working to safeguard more than 400 overwintering sites, including critical sanctuaries in Pacific Grove, Goleta and Santa Cruz.
 

ACR 103 passed the Assembly floor and now heads to the Senate floor for consideration.
