Addis Special Education Bill Signed by Governor Newsom

SACRAMENTO – Assemblymember Dawn Addis (D-Morro Bay), announced that Governor Gavin Newsom has signed Assembly Bill 560, the Special Educator Support Act.

AB 560 strengthens support for special education teachers and establishes a teacher-to-student ratio for classes promoting fair and balanced workloads and improving education access for students with special needs.

"I'm grateful Governor Newsom has signed by AB 560, the Special Educator Act," said Addis. "This new law will have a profoundly positive impact on students with special needs and the educators who serve them. By requiring the Department of Education to provide caseload recommendations for special education teachers, AB 560 helps ensure better learning outcomes for students and more manageable workloads for teachers. As a former special education teacher, I've worked on this issue for over a decade and know firsthand how these changes will make a real difference in classrooms across California."

AB 560, was sponsored by the California Federation of Teachers and the California Teachers Association.

The bill becomes law on January 1, 2026.

Dawn Addis was elected to the California State Assembly in 2022 to represent the coastal 30th Assembly District, which includes San Luis Obispo, Monterey, and Santa Cruz Counties. She is the Chair of the Assembly Budget Subcommittee 1 on Health.
